Em julho de 2021, foi aprovado pela Câmara dos Deputados o Projeto de Lei nº 2.646 de 2020, conhecido como o PL das Debêntures. Agora o projeto aguarda votação no Senado Federal. Uma debênture é um título de dívida emitido por empresas que oferecem direito de crédito ao investidor. Ou seja, ela funciona como um empréstimo feito para que as companhias consigam realizar os seus planos e quem detém a debênture assegura direito de crédito. A principal novidade apresentada pelo Projeto de Lei foi a criação de uma nova categoria de debêntures incentivadas, as chamadas debêntures de infraestrutura. O PL em tramitação tem o objetivo de ampliar as possibilidades de financiamento para projetos de infraestrutura no Brasil. Esses investimentos são fundamentais para a retomada do crescimento econômico do país em um cenário pós-pandemia, com a geração de emprego e renda.
