They are captive consumers, that is, those who buy energy from the distribution concessionaire to which they are connected. Tariffs are regulated by the Government and each unit pays an invoice that includes energy consumption, distribution and generation of energy.

They are free consumers, that is, those who buy energy directly from the energy supplier or generator through a bilateral contract where rates such as price, volume and term are negotiable. The consumer unit will receive an invoice referring to the distribution service from the local concessionaire (regulated tariff) and one or more invoices from the supplier referring to the purchase of energy (negotiated contract price).
